2024-06-20 [PATCH TO 2024-06-05]

Summary

This is an emergent release to resolve a bug noticed after the 2024-06-05 release related to effectiveTime elements of type TS. Additionally, this release further adjusts the mechanism for communication of VCS processing error information within the payload header to avoid potential header overflow situations.
